Born in Newark, NJ on September 13, 1911, he was the son of John W. Chase and Caroline Pickel.

He was employed as a maintenance man.

Francis was survived by his wife, Clara M. (Miller) Chase.

Interment in Methodist Cemetery, White House, NJ.
